1. Lack of public awareness of recycled paper: in the promotion stage of recycled paper, many people think that recycled paper is made of waste paper, which is not hygienic enough. 2. The whole recycled paper market is not mature enough and the demand is small, so enterprises dare not produce it;

The whiteness, smoothness, surface strength, water resistance, and other performance indicators of the paper still have a certain gap with the original pulp paper;
4. The recycling rate of waste paper is not high: some data show that in 1998, China's recycling rate was 26.7%, while Germany, which had the highest recycling rate at that time, had reached 73.8%. In recent years, our government attaches great importance to the use of waste paper for the production of recycled paper. In 2001, the utilization rate of waste paper reached 41%, and it is planned to reach 45% in 2010 and 53% in 2015. At the same time, the waste paper can not be classified orderly when recycling, such as mixing the packaging paper with higher utilization rate and newsprint with lower utilization rate, which can not maximize the utilization of different grades of waste paper, resulting in the waste of high-grade waste paper, and the addition of low-grade waste paper has a certain impact on the quality of the recycled paper.
With the continuous improvement of the quality of the recycled paper and the vigorous promotion of the government, the application of recycled paper is developing towards a good trend. In foreign countries, people more and more favor the use of recycled paper, from household paper to packaging paper, the scope of application of recycled paper is more and more extensive. Last year, American publishing giant random also announced that it plans to increase the proportion of raw paper made from recycled fiber in most of its publications from less than 3% to about 30% by the end of 2010. The company said it would also use more recycled materials in glossy paper printed cooking books and albums for coffee table display.
In China, the application field and quantity of recycled paper are gradually expanding. Take Shanghai as an example, the use of recycled paper is increasing year by year, and the demand exceeds the supply. In 2003, 8 tons of recycled paper were used in the city, and in 2004, 70 tons were used, 50 tons of which were used for printing government bulletins. In 2005, more than 40 party and government organs in the city used recycled paper. The amount of recycled paper reached 200 tons, and the social demand reached 1000 tons. In 2006, the consumption of recycled paper in Shanghai reached 2.2 million tons. Experts predict that with the large-scale use of recycled paper in education and publishing circles, the use of recycled paper will grow again. Now, people's understanding of the recycled paper is becoming comprehensive and profound. More and more people have joined in the process of using recycled paper. The market potential of recycled paper is very large, which undoubtedly stimulates the production of recycled paper, reduces the waste of resources from another perspective, and promotes the protection of the environment.
China is a big paper consumer. According to experts' estimation, China will become the largest paper consumer by 2010, with an annual demand of more than 100 million tons. China's paper industry is facing a serious shortage of pulp supply, which needs a large number of imports every year. If these used waste paper can be reasonably recycled and effectively utilized, and recycled paper can be produced with less raw wood pulp, it can not only relieve the pressure of insufficient supply of pulp, but also protect our original ecological forest resources. Forest resources are limited. It is not a cornucopia that cannot be emptied. For paper enterprises, it is a recyclable process to produce recycled paper from waste paper. Our paper enterprises should consider the production of recycled paper as the direction of future development, looking for their own source of wealth in this "waste paper forest".
